Actually I knew that as per policy they have right not to return my money,
but if some one has genuine reason I don't understand why they shall ignore
that......so I though that I will go as high as possible to get my money
back if helpdesk refuse. So, I would suggest that if helpdesk agent have
refused, contact CCIE Program Manager and if he refuses get to his manager
till you exhaust all the possible links....
