This is independent of QinQ and is called L2 protocol tunneling. Simply go
into the relevant interfaces of SW1 and SW4 and configure l2protocol-tunnel
(I think that's the command). Usually you'd do L2 protocol tunneling through
a QinQ tunnel, but it's not necessary.
