Cisco "Recommnds" configured rate (in bps) * 1.5 sec / 8 (bit) of the limit
and the value is in bytes. I'd go with the recommendation if nothing else is
mentioned.

The "minimum" value is bps divided by 2000.

I'd go with the "recommended" unless there's a constraint such as burst to
be of a specific value.
