  <1-199> IP access list number
  <1300-2699> IP access list number (expanded range)
  WORD IP Access-list name

R2(config-router)#nei 1.1.1.1 distribute-list

So I guess the command reference that you copied in your message is
either dated or just wrong. Would not be the first time!
