Steven,
You find the same thing in some of the other lab books. I use IPExpert.
Often you are told what to advertise in BGP but when you check the solutions
there are also networks advertised that you are not explicitly asked to
advertised.
I think a big part of this is understanding what networks you may need to
advertise on top of what is asked for to meet all the requirements.
I find that the peering asked for in a practice lab usually provides a hint
on any route-reflector / confederation requirements.
