how do I know if frame relay end to end keepalive is required

Hello All,
Does anyone have any thoughts about how a question might be worded if frame-relay end to end keepalive is required when doing a backup interface for a frame circuit. One thought would be something indicating "in the event that the remote device is unavailable", I just thought to ask out loud if someone has some other ideas around the sort of wording that might indicate this requirement.
