For Auto-RP, there is no Mapping Agent election. All are co-equal and
send out (it is hoped) the same information. For PIM v2 Bootstrap
Router, the BSR with the highest IP is elected, assuming equal priority.

For IGMP v1 the querier is the PIM DR, which would normally be the
router in the subnet with the highest IP. For IGMP v2, IGMP elects the
router with the lowest IP.

All PIM ties are broken by highest IP, including PIM Forwarder, PIM DR
and upstream PIM Neighbor.
