Frog,
        Use the values from the SRND. The reason the CIR vlaue used is
slightly lower that the actual CIR is because Cisco FRTS does not take
into account frame-relay overhead(header,CRC Check feild) when
performing FRTS. To compensate for the overhead it is recommended to
keep the CIR at 95% of the actual CIR.

This Fact is clearly mention in the "End-to-End QoS Network Design"
book from Cisco Press, Page 479.
