         They both should work provided the switches have default
configs and have not been tampered(have troubleshooting induced). If
you follow the first route which is ensuring that the switches are
participating in the vtp domain and the vtp messages are propagating
properly, you can ensure that no one is tricking you with different
VTP revision numbers on the switches or different vtp domains(Non
default settings). Switches running in Transparent mode must be dealt
with caution in initial stages and features like vtp pruning and
database synchronization does not work with them. If you use the
second route which is basically creating vlans on individual switches
and then bringing up the trunks, it might be too late as some tricks
if not checked in time on client switches might over right the vtp
domain server database or even not allow you to bring up trunks
between switches(when using DTP, 2 switches must be in the same domain
for the switches to form a trunk).

I like to follow a clean approach:

Ensure there are no gotchas on the VTP side before you start using it
to propagate vlan information. Any misconfiguration on the vtp side
can cost you a lot of time in troubleshooting later on.
