Tracking - Threshold Metric

Given the following:

track 10 ip route 10.100.1.1 255.255.255.255 metric threshold

sh track 10
Track 10
  IP route 10.100.1.1 255.255.255.255 metric threshold
  Metric threshold is Down (EIGRP/20642560/255)
    1 change, last change 00:00:02
  Metric threshold down 255 up 254
  First-hop interface is Ethernet0/1

What it the tracking threshold actually doing? Why would it be down? I have changed the default metric variables with the same result. Am I missing or misinterpreting something?

I sure its something that I am doing as I have configured as it on a 2600 with 12.3.19 and a 7200 with 12.4(11)T2.
