Cisco rate-limit value

Dear All,

It's seems Cisco using the below value for rate-limit Burst size and Excess
burst size calculation.

Bandwidth in bits per second *1.5/8

but in the below document and other documents some times they use the same
value for Burst size and Excess burst size, and some times using the burst
size *2 to get the Excess burst size.

Any clarification!! Also if the exam task didn't mentioned this value which
formula to use?
