Can you adjust the sensitivity of SLA monitor?

I'm using SLA to track the next hop for a static route. The problem is
that the track operation didn;t down eve the return RTT is 5 while the
configured threshold is 3 milliseconds and timeout is 2 milliseconds.

Here is my config:

track 1 rtr 1 reachability

ip sla 1
 icmp-echo 10.40.6.219
 request-data-size 128
 timeout 2
 threshold 3
 frequence 10

ip sla schedule 1 life forever start-time now
