show us the FRSW config as according to the fram map you have no 102 or 201
DLCI mapped for this ports that Router 1 and 2 are connected. also check the
clocking as it could be that the FRSW is not giving the clocking and all you
need to do is add on your R1 and R2
clock rate <xxxxx>
