 Ntp peer R3

 R3:
 Ntp server BB3
 Ntp peer R6
   
  Ntp peer for BBx is not required

peer is used to sync between master NTP
server is just to get the time

so you need

R6
ntp peer BB1
ntp server BB1 prefer
ntp server R3

R3
ntp peer BB3
ntp server BB3 prefer
ntp server R6
