Sorry dude, but you can't get a VAT refund on your CCIE. There are
refund schemes for Belgian VAT, but only for goods that you buy in the
country and then take out, above a certain value. Services bought in the
country (which the CCIE exam would fall under) aren't eligible for
refund.
(If you google "Belgian VAT refund" you'll find a lot of sites that will
pretty much tell you the same thing)
