I doubt it. Only companies can get the VAT back (it's due to the way the VAT
system works, it's a consumer tax). As an individual, only if you buy a
product for export can you avoid the VAT on it. But with the CCIE lab,
you're using the service paid for while in Belgium. It's as if you claimed
that, since you're a foreigner, you don't have to pay for the VAT part of
your Belgian restaurant, hotel and taxi's bills...
