Not sure whether i got it correct but below is how I interpret the route selection algo..
Weight>Local Preference>locally generated route
When you got 2 valid bgp routes, prefer the one with higher weight;
If the two routes r having the SAME weight, prefer the one with higher Local Preference;
If the two routes r having the SAME local preference, prefer the one originates locally...
So if you really want to test out local preference > locally generated, you need to set the weight of the two candidate routes to the same before the comparism begins
