          You would have to write an RFP and get it approved if you
wanted the sequence changed ;-)

Not sure where the confussion is, why would BGP prefer a route from an
external AS when it has one that was generated locally?

BGP does check the origin of the route on a later stage, if you look
at all the steps it goes through to choose the best route.
