Navid,
          Frame Relay adaptive shaping can be used to reduce the
sending rate when a network encounters congestion. Adaptive shaping
kicks in when the router receives BECNs, voice traffic might already
have been effected before BECNs were received.

 The Frame Relay Voice-Adaptive Traffic Shaping feature helps to
ensure voice quality by adjusting the rate of traffic based on the
presence of voice on the PVC.
