Make sure CDP is enabled as it is used to train down the power supplied for cisco handsets...... You've gotta love cdp
Some handsets use more power (7971's) so depending on the type of device, etc.
I think you can do a "show inline power" or something similar.

We have implemented IP Telephony in our company. We use 3560 PoE - 48
port switches.
When connecting more than 25 IP phones, it takes lot of time to boot the IP
Phones and sometimes they do not come up.
The configuration of ports are all same. Is there a known power issue here?
Our Cisco dealer says so. Is there any way to tweak the config to
accommodate at least 40 ~ 45 IP phones. At present we spread the load in to
many 3560 switches with maximum of 25 phones on each.
