BGP Confederation side effect

Hi,

I have the following setup

R4------------R5
 | |
 | |
 R2-----------

R4 & R2 are in AS11124 and R5 is in AS 851

I configured a confederation between the routers with a confederation id 599.
R5 is creating a summary route.
When I check my routes on R4 I would think that R5 will be the preferred router but it seems to be R2

Is it so that a confed-internal route is preferred above an confed-external route ? I didn't find a lot of documentation about , the only thing I found in TCP/IP routing volumes stated that an ebgp route is preferred above a confed route and this one is preferred above an ibgp route.
