They do attempt to contact you if your credit card fails to process before
they drop you.

I think on the flip side that if there was a problem with your credit card,
bank, etc. then they would notify you and not just cancel your seat. I seem
to recall a recent post where somebody said they overheard a proctor talking
to a lab participant about making the payment for that same lab.

If you actually login to your CCIE account, you will see that payment will
remain "pending".until the 28 day before exam. Then CISCO will actually
submit the payment.
