Hi Shubhrat

I would make sure that mpls traffic-eng area #Area is enabled in the
router OSPF process also make sure that the interface to be associated with
the TE router is up (the ID of the router)

Example:

ip cef
mpls traffic-eng tunnels

router ospf 1
  mpls traffic-eng router-id Loopback0
  mpls traffic-eng area 0

When we had this problem in telefonica Network (the tunnel was not up), I
used to change the tunnel destination (if the above is correct) to other mid
point router to see if the tunnel ever comes up,
Remember that you must enable mpls traffic eng tunnels feature on the router
interface and that mpls ip must be configured.

Also are you creating the tunnel dynamically or explicitly
Can you send a show run and show mpls traffic-eng tunnel brief
show mpls traffic-eng link-management summary
show mpls traffic-eng link-managment interfaces
