There is essentially no free Windows software of any
kind.
If you want free, change to Linux. Check the site
Freshmeat.net - no really that's its name. They run a
search portal for open source projects. I've used
several variants of TACACS+ servers found through this
resource. But again Linux is free, Windows cost
money.
