Because the ip with the mask you specified is invalid unless u go to 32 bits..
Try
Network 44.44.44.0 mask 255.255.255.0

This is the only way I can get a network to show up in sho ip bgp, if I
try address 44.44.44.44 255.255.255.0 it does not work. Is this
normal bgp behavior or am I missing something?
