We manage everything now but we're kind of "in between" management solutions
right now and our existing product doesn't have the capability to pull the
device model and serial numbers we need to collect.

We have HPOV but it's not functional right now and we won't have time to
tinker around with it until after I need this data. And I don't have any
budget left this year, which is why I'm looking for an open-source
alternative. I know of the few that have been talked about on GS, like
rancid for example but I don't know if they have the ability to (easily)
collect what I need.

Depends - if you have a common community string on the various devices then
you can use a number of different products that can learn the devices via
SNMP. Other methods include using netflow data or even automatically
remotely accessing the devices via telnet or ssh and collecting the
info. CS-MARS does that pretty well along with a number of
other products.
