Max age is the time that the port will go without seeing a BPDU before
bouncing the line (kinda like dead timer in routing protocols). The
blocking time also happens to equal 20 seconds (same as default of max-age)
but the two are not the same thing.

Alexey - are you saying that when a port first starts up, it skips the max
age time and goes straight to forward delay?

I have seen that as well because it normally takes about 30 seconds for a
port to start forwarding after enabling a port.
