Alex, try to do shu and unshu any interface and look sh spann int XX,
you will see:

Vlan Role Sts Cost Prio.Nbr Type
---------------- ---- --- --------- -------- -------
VLAN02 Desg BLK 19 128.3 P2p

then

Vlan Role Sts Cost Prio.Nbr Type
---------------- ---- --- --------- -------- --------------------------------
VLAN02 Desg LRN 19 128.3 P2p

and then

Vlan Role Sts Cost Prio.Nbr Type
---------------- ---- --- --------- -------- --------------------------------
VLAN02 Desg FWD 19 128.3 P2p

so the question is how to calculate the time between port comes up and
port started forwarding frames? I realized that this time depends only
from forward delay. Is it?
