First start by converting them to binary and then line them up as below.
For the address portion of the ACL bring down any bits that match for the
whole column. If the bits in a column don't match you can put anything in
there (0 or 1) since you are going to "ignore" that column anyways with
the wildcard mask. Now for the wildcard mask if all the bits in a column
match put a 0. If all the bits in column do not match put a 1. Convert
these back to decimal and you're all set ;-)
3rd Octet:
00000001 = 1
00000001 = 1
00000001 = 1
00000001 = 1
00000011 = 3
00000011 = 3
00000011 = 3
00000011 = 3
------------
00000001 = 1 Address
00000010 = 2 Wild Card Mask
4th Octet:
00000010 = 2
00010010 = 18
00001010 = 10
00011010 = 26
00000010 = 2
00010010 = 18
00001010 = 10
00011010 = 26
-------------
00000010 = 2 Address
00011000 = 24 Wild Card Mask
Personally I would have just put "access-list 1 permit any" ;-)
