Which VLAN to configure on which switch

Hello,

While doing IE labs, a few of them tell you to create minimum number of
VLAN's required per switch. No matter how close I get, I have never once got
my answers correct as in their solutions they would normally have fewer
vlans configured on the switch than I had configured.

What is the best method to determine as to which vlans to create on which
switch, specifically when the task tells you to configure only minimum
required number.
