I believe ip multicast rate-limit is valid only on IP Multicast enabled
interface, which is going to be an SVI or a routed port. The Storm control
command is relevant for any L2 interface to control the traffic at L2. So
the commands are doing functionally different things.

Perhaps someone knows differently....
