for any voice conversion you need DSP.
Your GW it between PSTN and IP Network mean he need to take PSTN signaling
and voice and encode it to send via IP. even if you use G711!
the config should be like a regular GW to GW senario, SIP softswitch is no
diffrent the H323 softswitch in function.
this is a small sample from my PrePaid Card Platform.
