I have used CA unicenter NSM version 3.0 and believe me, it was a complete
mess when it comes to monitoring the network devices. CA has released
version 11.0 after acquiring concord communications.
I am currently using Whatsup and CiscoWorks and they are doing the job for
me.

which do the samething what you are looking for . Personally I did not use
this tool but in big networks engineer are using this tool to monitor the
status of router, switches, and etc.
