Hi,
   
  I think one way to do this:
  1) if we are recieviing OSPF -- O IA route on a router , is it possible to convert it on loal router or while sending to ospf neighbours as O E1 or O E2

  Is using two different ospf process, and redistributing the O IA routes of one in the second ospf process , those routes will be External E2 or E1 depend of the parameters of the redistribution.
