Thanks a lot ,, with ur help finaly got it resolved .....
but I have issue in understanding this issue why so ?
I did changed the cost of interfaces of R3 to cost 65535 ( MAX)
still neighbourship comes up
but only thing down is virtual-link to R1
as soon I remove max-metric router lsa it comes up ( VL)
1) IS IT A BUG or
2) VL DOESNT WORK FOR 2 NEIGHBORS WITH " MAX-METRIC LSA "

I think the problem is with the 'max-metric router-lsa'. Look at the Virtual-link costs, there both 65535. Try changing the them to something lower. Maybe even use adjusting the link cost instead of the using the max-metric to get the traffic to go around R1
