The most common problem to this issue is the switch is configured with
ethernet interfaces in the wrong vlans and the OSPF neighbors are seeing
each other over the ethernet as well as over the FR network.

R4 has p2p FR connection to R5. R3 has p2p FR connection to R5. R5 uses
