When slowness occurs, I recommend running a traceroute from your
workstations to somewhere on the Internet. This ought to help you narrow
down where the problem may be. Then you can take it from there and determine
whether it's physical or logical and within your administrative scope (ie.
Your stuff, ISP stuff, etc)

i have a cisco router with ADSL interface , my line is 4 mb and the internet
access is fast , however from time to time and sudden of we are facing a
slowness for a long time . then after some time it recover , ,,
can some one suggest a troubleshoting commands i can use , and may you
suggest the best network monitoring tools , i need to find out are we using
the 4 mb or the problem from the ISP line ... case we have a small number of
users ..
