Shamin,

On a multiaccess segment with multiple routers, the DR (for IGMPv1) or IGMP
querier (for IGMPv2) is the one that sends join messages upstream towards
the RP. However, in the event of its failure, one of the other PIM routers
on the segment will take over that role. I therefore believe these commands
should be placed on all pim routers likely to have igmp members.

I typically place in on all routers in the pim domain.
