Hi uko,
By configuring both the commands in a router, you allows the router to participate in both BSR and RP election. If this router become the BSR, it will send the Bootstrap messages to 224.0.0.13 and all other c-RP will unicast the c-Rp advertisement messages. If it doesnt wins the BSR election, it will recieve the Bootstrap mesage from some other router (which wins the BSR election) and this router will unicast the c-RP advertisemnt to BSR.

As far as i know you are right. Instead, if you want your RP and BSR to be
the same router, you have to configure both on the same router.
