3600 Software (C3640-JK9S-M), Version 12.4(12) - has same behavior. Looks
like you are out of luck.

Rack1R1(config)#ip nat stateful id 1
Rack1R1(config-ipnat-snat)#redundancy NAT_2.2.35.3
Rack1R1(config-ipnat-snat-red)#protocol ?
  tcp Transmission Control Protocol
  udp User Datagram Protocol
Rack1R1(config-ipnat-snat-red)#protocol tcp
TCP is deprecated, switching to UDP protocol by default
Rack1R1(config-ipnat-snat-red)#protocol udp
