3640 SNAT cannot use TCP to talk to peers, not compatible with

Appreciate any response,

my 3640 is c3640-ik9o3s-mz.124-8a.bin

the 12.3 router is 2600, which doesn't have choices with
the transport layer.

my 3640 refuses to use TCP:
