BSR uses PIM to distribute the information. I think there are no issues in
Hub and Spoke topologies.

On the other hand, Auto-RP uses Dense Mode groups to do the same and here we
must be carefull.

BSR can fall victom to split horizon issues. Make sure your BSR is on the
hub of the fr.

Have you tried to enable pim on the loopback interfaces ?
Have you checked IGP connectivity between the loopbacks ?
Do you have ip multicast-routing enabled on both routers ?
R4 and R5 are seeing each other as PIM neighbors ?

I'm wrestling with a simple BSR configuration :
