BSR can fall victom to split horizon issues. Make sure your BSR is on the
hub of the fr.

  Have you tried to enable pim on the loopback interfaces ?
  Have you checked IGP connectivity between the loopbacks ?
  Do you have ip multicast-routing enabled on both routers ?
  R4 and R5 are seeing each other as PIM neighbors ?
