The bottom line: it depends on the agreement between the partner and Cisco.
Partnership agreements might be slanted towards Cisco, but too much for too
little in return results in fewer partners (and the possibility that the
agreement
is judged un-enforceable). In fact, I would be surprised if the partner
agreement
leaves out the idea that PartnerOne is not allowed hire Cisco Employees or
employees of any Cisco Partners without full disclosures and such. There's
rather alot to consider in that.
