It depends on the state of the "Neighbor" and only in an NBMA Network Type.
If the neighbor is in "Down" State, Hellos are sent to it every
PollInterval.
If the neighbor is in "Attempt" state, the hellos are sent to it every
HelloInterval.

After reading about OSPF behaviour in a NBMA networks, I have come to
understand that in case of a NBMA network the OSPF Hello packet will be sent
every PollInterval (120 Seconds) and not the actual Hello Interval.
Is my understanding correct in all NBMA networks or is this a behaviour
exhibited only when a neighbor on the NBMA network is down.
