The Be bucket does not get filled if the line is sending at Bc rate.
The Be bucket only accumulates credits in a Tc where the line is sending at
less then Bc.
So if Bc is 24000, but in that interval you only send 8000 bits, then you
will have 16000 + 24000 credits in the next interval.
