I recently purchased a new box for Dynamips.  Fry's has specials almost
every week on CPU/Motherboard deals.  In fact, now is a good time to
purchase as AMD and Intel are in a price war.
I was able to purchase an AMD Dual Core X2 3800+ processor and motherboard
for $85.00 from Frys.  The motherboard includes an Ethernet interface and
graphics card.
My complete system is the following:
AMD X2 3800+ and
Motherboard (ECS GeForce 6100SM-M): $85.00
Case: $49.00 - $20.00 Rebate:       $29.00
4 GB/Memory from Frys.com:          $229.00
With the correct Dynamips configuration I can easily run 20 simultaneous
routers without issues.  In order to obtain the Processor/Motherboard deal
you need to walk into the local Frys as I believe the deals are not
advertised online.  Every week the deals change but expect to pay around
$100 for a dual core CPU/Motherboard combo.
For the memory, I found Frys.com to be less expensive then the retail store.
For the OS, I highly recommend CentOS 5 which is a Linux distribution. 
You can also install my Virtual Pod (www.virtualpod.org) OS based upon
Ubuntu ... but frankly I have not had time to work on it and it needs
updating.
I have it setup so a user account immediately drops you into Dynagen. So
you simply give your username/password and are immediately connected to
the dynagen front-end.
