Multicast routing over a Non Multicast network

Group,

Is there a way to use multicast across a WAN where some of the wan
components dont support multicast routing, WITHOUT using Tunneling
mechanisms?

Multicast server ----- X (multicast) ------ (fluffy cloud (no multicast))
-------- X (multicast enabled) ----- Clients

My thoughts were convert the multicast to a Unicast, but I couldnt find any
helpfull docs around this, and Cisco's reccomended solution is by using GRE
Tunneling, which is not allowed.
