Dear,

The OSPF not enabled on the subnet 10.1.2.x on R7, also no need for neighbor
command on R5 to establish adj between R5 and R7 as this is point-to-point
network type which is using multicast hello packets

-kindly Remove the below both commands from R7 Serial1/0.247

R7
frame-relay map ip 10.1.2.7 257
frame-relay interface-dlci 257

-And use

router ospf 1
network 10.1.2.7 0.0.0.0 area 0

-And no remove neighbor command from R5

router ospf 1
no neighbor 10.1.2.7
