I would recommend that you try the command out and verify what you are
reading. What I am telling you is from actual experience.

Here is the example from the DocCD for the command:

Examples
The following example enables Frame Relay services:

interface ethernet 0
 arp frame-relay

</DocCD>

Note the command is applied under an Ethernet interface ;-) You are better
off just forgetting the command all together for the R&S lab.
